Tamunia Chincharauli

Chair of the Board

Tamunia Chincharauli is a Chair of the Board of the Good Governance Institute. She has an extensive educatio-nal and professional background in the field of Public Policy and Administration. She holds MSc in Policy Studies and MA in Public Policy and Administration from the University of Edinburgh. Tamunia has worked in public, private, and civil society sectors, as well as academia, in senior managerial positions. Chincharauli is an author and co-author of various policy papers, publications, and researches in the fields of public administration, public policy, public sector reform, good governance. Tamunia is a fellow of the John Smith Thrust (London) and a co-founder of the Chevening Alumni Association of Georgia.

Clark Plexico

Member of the Board

Clark Plexico is a Member of the Board of the Good Governance Institute. He is also a President of the International Strategies, Inc. Clark Plexico is a former State Senator of North Carolina (4 terms), and a former State President in North Carolina of Law and Government Affairs for AT&T. He served as a director of the Uzbekistan office of National Democratic Institute (NDI), and later as a Director of Political Processes in Afghanistan. He has many years of international experience, including of living and working in the Middle East, Europe and Asia. Plexico is a member of the Royal Institute of International Affairs (Chatham House, London), and the Society of International Business Fellows.

Ivlian Haindrava

Member of the Board

Ivlian Haindrava is a Member of the Board of the Good Governance Institute. Mr. Khaindrava is a former Georgian politician with an extensive experience in National Security and South Caucasus issues. Haindrava is a former Deputy Secretary of the National Security Council of Georgia (under the President Margvelashvili), and former MP of the Georgian Parliament (2 terms). In the Parliament, Haindrava served as a member of the European and Euro-Atlantic Integration Committee. During his political career Ivlian Haindrava was member of the National Committee of Republican Party of Georgia and Party Chairman during 1996-2000. He is a Reagan-Fascell Democracy Fellow at the National Endowment for Democracy, Washington DC, USA.

Nina Khatiskatsi

Member of the Board

Nina Khatiskatsi is a Member of the Board of the Good Governance Institute. She is also an Executive Director on the USAID funded Network of Democracy Engagement Centers. Khatiskatsi is a former Deputy Mayor of Tbilisi (2014-2017). Nina has extensive experience in democracy and governance-related issues. Before joining the city government, she worked for international organizations. Nina was a Program Director at the Transparency International Georgia and a Parliamentary Program Coordinator at the National Democratic Institute (NDI). At the beginning of her career, she was a senior analyst at the Ministry of Defense of Georgia. Nina is a member of the Central Eurasian Leadership Alliance.

Koka Kiguradze

Member of the Board

Koka Kiguradze is a Member of the Board of the Good Governance Institute. He is also a founder of the Management Systems’ Development center. Koka Kiguradze has extensive experience in public administration and the third sector. He has been actively involved in the decentralization reform of the government, since 2005. Koka is an author and co-author of a number of studies related to Local Governance, PA Systems, Citizen Participation, and Elections. He is regularly consulting International organizations, Central and Local Governments on various matters related to decentralization, local governance, and elections. Koka holds a bachelor's degree in Public Administration and a master's degree in Public Law.

Howard Fenton

Member of the Board

Howard Fenton is an international rule of law consultant and Professor of Law Emeritus from Ohio Northern University.  He served as director of the Center for Democratic Governance and Rule of Law at ONU and founding director of the Democratic Governance and Rule of Law LL.M. Program. Since 1996 Fenton has been an active consultant on administrative justice reform, public participation in governance, the legislative process, and legal pedagogy for the U. S. State Department in Eastern Europe, Central Asia, and Africa.  From 2001-2002 he served as Chief of Party for USAID’s Rule of Law project in Tbilisi, Georgia.  He has most recently been engaged on rule of law projects in Uzbekistan, Kosovo, and Ethiopia. Fenton received both his B.S. and J.D. degrees with honors from the University of Texas. He joined the law faculty at Ohio Northern University as professor and associate dean in 1988, serving as interim dean in 1995-96.

Irakli Khorbaladze

Founder and Executive Director

Irakli Khorbaladze is a founder and Executive Director of the Good Governance Institute. More than a decade Irakli has been involved in politics, specializing in the fields of institutional development of political parties, policy-making, and election management. Irakli Khorbaladze was a Member of the Central Election Commission of Georgia between 2012 - 2016. In the past, he was a member of the Republican Party of Georgia, serving as a Member of the National Committee, Secretary of the Organizational Development, and Parliamentary Secretary. He is regularly consulting International organizations on various matters related to good governance and elections.  Irakli is a fellow of the John Smith Thrust (London) and a member of the Central Eurasian Leadership Alliance.
